It never was released in the US. Still hasn't, so I am not sure about the release dates in other countries. Sorry I didn't answer your question accurately
No the movie is just a different scenario Nard-kun, the company didn't put Near and Mello in the movie because at the time, they weren't as popular as L, so they focused the movie on just the 2 of them battling Kira.
