The Director of the NPA was not a criminal, that is correct, but the director is a public figure, he deals with people, so it is only natural that Kira would know him. He is out in the open dealing with the Kira case, Sayu is just a random girl, she is of no importance, she is a student, and doesn't have any special government job, so how would Kira know her unless they were related? Do you understand what I am saying? That is why Light didn't kill her, because there is no way that Kira could possibly know Sayu Yagami, unless of course, they were related some how. And yes, he may have access to police information, but Kira couldn't possbily know that Sayu is being traded for the DN. It is between The police and Mello's men. So unless Kira was in the police, which he is, he wouldn't have known. If he had killed Sayu, that would strengthen against him, the fact that he trully is Kira.
