People pray to god every day for numerous reasons, wether it be to stop criminals, robbery, rapists, and even killing. despite the fact that they wish for things to change they don't. Infact they actually get worse and what for? The law and govermental system just isnt sufficient enough to act with enough power to stop these people. They view light as a symol of justice that acts to stop this from occuring, and is what he is diong working? Yes. You said yourself that people need a god to believe in and one that will respond to them is all the more perfect. Light isnt a manifestation of evil he's just willing to do what the law isnt and thats why he has followers.
