I don't agree with some of the people he may have killed, but they are to keep himself from getting caught which would end his path of justice. If you had to kill one person to save a thousand could you do it? Most cannot, or will not, where as Light is and does do this. Sure some innocents will be lost due to him protecting himself, but overall it should make a better world as people are going to start fearing the consequences of their crimes beyond what any normal police institution would do. Would you commit a crime knowing you will die without a doubt instead of the chance of a trial and at worst life in jail. You are still alive in those scenario's since the police are bound to the laws and can't just do as they please with a criminal, no matter their crime.
