Honestly I don't think DNA has a thing to do with it and from what I see Japanese are just as varied as most everybody else in the world as far as body composition. I say most because, well, the US is kinda, um, overweight.
There's a website out there for foreign women who live and work in Japan to congregate (Being a Broad: Being A Broad). They bring up the issue when talking about how it might be tough to find clothes that fit. I'm assuming it's a prevalent issue among women working there. They also point out on the flip side that some Japanese women end up being envious curvier western women (who knows whether that's true).

While yes there is diversity in the shape and size of people in Japan just like anywhere else in the world, they are as a people generally much leaner than people of western cultures. You're right though, you can't attribute it all to DNA. That's like someone in the US saying well I'm fat because its in my genes. xYinniex brings up a good point that diet also plays a roll, but unfortunately as more western style food creeps in, who knows what the damage will be.

For people in the west unfortunately children pick up the eating habits of their parents. The change in family dynamic is probably partly to blame. Since we're always on the go and are such an instant gratification based culture, it's no wonder that we have the epidemic that we have. Mom and dad are busy chasing after the American dream so we have to eat out tonight. Many people are just too lazy or don't think they have the time to make healthier choices. Unfortunately, it's also cheaper to eat fast food or pre-packaged food than it is to make healthy meals. Yeah...I think I just went of on a tangent so I'm gonna stop now
