"more than 20" does not mean "20 or more", neither does "less than 20" mean 20 or less".
"more than 20" basically just refers to any number that is more than 20, since the latter digit isn't less than 20 nor maintained as 20. It's the same for the other one. How about you tell me what "less than 20" stands for then? Based on the theory I've just given you.
