Not really. 15000 Yen are about 90 Euros. The price is very similar to German kindergartens. Just we don't have entrance fees.
About fees for schools: A US friend living in Japan told me his kids attended public primary school and middle school (1-8 I think) for free, then went to a public high school (9-12) that cost money, but not a lot. I don't remember the fee, but it was like a hundred dollar a month or so. His son has learning disabilities and went to a public high school specialized on that and that one was a little more expensive. Appearently there are free high schools, too, but they are not considered to be good enough.
