We have 「蔓延防止重点措置(MAN-BOU)」 applied in TOKYO, KYOTO and OKINAWA additionally (added to existing OSAKA, HYOGO and MIYAGI).
What is "MAN-BOU"? What is the difference between MAN=BOU and Emergency declaration?
MAN-BOU could be translated as "process to prevent epidemic spread of COVID-19". And it is requested by local government (prefecture) and approved by Japan government.
Sorryto say, I do not understand the details.
