The first two characters are present in Japanese, however, and they mean "new song". I ran the second two through a Chinese dictionary, and they mean "experiment" and "listen", respectively.
I guess the best (rough) translation I could give would be "new song listening experiment"...
**Edit: After searching the third and fourth characters more, they do exist in Japanese, but searching for them in the manner in which they're portrayed in the picture brings up almost exclusively Chinese websites. I'm not even quite at a JLPT Level 2 yet, though, so maybe one of our more Kanji-literate members might know more about it
