What do you mean not too good?! Your ability to color skin is great! That is a really nice skin tone. The eyes and hair are also very well done. You could use a little more work on proportions and body structures, but other then that there is no reason to say it isn't good.

Photoshop is such a large, detailed program that no matter which version of it you use you can get confused. So you making art look like that on your third time is magnificent !!!

Oh and one thing, just a little constructive criticism on my part, but maybe you want to lighten the shadowing that you did? It makes the image look blocky. ^_^
