I think this trend is kind of different from American fashion, I think Americans more often see female/male body as a sex object and in Japan I think body serves more as just part of an image. Like if a person dresses a certain way to show off their body, it doesnt mean they are doing it to attract somebody/get laid. They do it more to show off their results of hard work in the gym or just to express themselves in a certain way (doenst mean dirty) to get praised by both males and females. They kind of show that they are in control of their body and that they have a good discipline towards diet/ lifestyle. It is nice to see people who are fit of course, in clothes that inhence their figures. For me, they serve as an inspiration to work out and eat right. Attitude serves an important role. If you are confident and have good self esteem, even in skimpy clothes nobody will mistaken you for a street walker. I think its an attitude, not clothes that make a person certain way. Of course media tends to overexagerate , meaning if they saw a couple of people dressed certain way, they report it as a "Huge Trend". They have to write about something fascinating and sell their writing, so that's why masaegu probably haven't seen any people dressed this way.
