I have heard that its hard for foreigners to get manga published in Japan.
However, just from reading that, I cant say for sure it was because he wasnt born in Japan.
It sounds like its just hard to get manga published in general. They only take the best of the best.
Although, I think there are cultural things, that makes manga Japanese. If you werent raised in Japan, its may be harder to make it actualy feel Japanese.
