"Anoo" is seen a lot in anime, and is often translated as "excuse me", but that is kind of a reverse translation. What i mean is that, as Kuroneko said, it means "umm", but can be heard by the listener as an attention-grabber. (the English equal of "Excuse me")
As a foreigner, I wouldn't go around saying "anoo, anoo" as it might be taken as a bit forward unless you are talking with native speakers you know well.
Depending on your intonation, "anoo" can sound sweet and demure, or brazenly forward, so best to stick with the textbook on this one.
