That is NOT true, I'm afraid. Please consider the following examples.
Correct: 東京に住む
Incorrect: 東京へ住む
Correct: 大阪にしばらく滞在する
Incorrect: 大阪へしばらく滞在する
And unlike you, I hear 'he' used on a daily basis. Examples:
マックへ行こうかなあ、それとも家で食べようかなあ・ ・・
(Wondering if I should go to Macdonald's or eat at home..)
街へ出かける前にシャワーに入りたい。
(I want to take a shower before going into town.)
