It's true that we pronounce ou and oo the same way, but o is always pronounced differently from the other two. If you elongate the Japanese o sound, you will get ou and oo.

'Ball' in katakana is written as ボール. The horizontal bar in the middle tells you to elongate the syllable right in front of it. While it's true that the word sounds a little like ボオル, but it's never written that way.
