There are certainly some very talented English speakers in Japan, and I bet a majority live in Tokyo, but in no way, shape, or form is anywhere near the majority of Japanese people fluent in English.

Hell, the majority of Japanese ENGLISH TEACHERS aren't fluent in English.

And, Ferrari, Japanese study a lot longer than two years of English, though you would never know it by talking to most of them.

The problem isn't the people, it's the education system. It's getting better, but since there is basically a moratorium on hiring and training new teachers, things really can't improve. At least they have started teaching in in elementary school now.
