To work with a construction crew, you are definitely going to have to know Japanese. Even then, I am sure that Japan has some sort of licensing/certifying system for that type of work.
Factories hire a good number of foreigners, but most of them are recruited and trained before arriving in Japan. And most of them are from Brazil.
There has been a lot of talk in Japan of companies needing to hire more foreigners for labor intensive jobs, but the fact is they are not really doing a lot to make that possible.
If I were you, I would spend some time looking into car manufacturers and trying to figure out how they bring in foreign employees to Japan.
