Let's say I buy a manga about the second world war. Obviously there's going to be huge differences depending upon whether it was written by an American, a Korean or a Japanese person. If I want the Japanese perspective it should be labelled as Manga, if I want the Korean perspective it should be labelled as Manhwa, and if I want the American perspective it should be labelled as something else.
