思われる is used in rather formal occasions, such as "Hillary Clinton is thought to win the election" or "probably, Hillary Clinton will win the election".
Or, "it will rain tomorrow in Tokyo region."
東京地方は明日、雨になるものと思われる。
In other words, 思われる means "it is thought that -".
