I second the rice cooker. My Zojirushi rice cooker makes perfect rice every time. Also, you have to be using Japonica rice. Other short grains may work, but Japonica rice is the kind they use in Japan (obviously) and is characterized by its slightly sweet taste and sticky quality. You can also buy onigiri presses that shape the rice ball perfectly for you - no need to do it by hand, and they're dirt cheap.
