The first person to pop into mind for me was Mireille of the series Noir. I'm sure she'd be easy to cosplay. All you'd need are: sleeveless red shirt; black belt; black boots; short black skirt; long blonde hair.
After her, I thought Usagi and Minako from Sailor Moon.
Android 18 from Dragon Ball Z.
Relena from Gundam Wing
BT from .hack//SIGN
May from Gunsmith Cats
That's all that comes to mind right off for me.
