it's maybe the Kantou/Touhoku region's dialect. however it is used everywhere as the rude expression.

and you can see the phrase of -ttebayo/-dattebayo with novels of 100 years ago there.
it is not used by Yakuza because it is a little childish phrase as for the bad boy's expression, as Nyororin previously stated.(not childish as for the dialect) It is usually used between the bad boys each other.
so you might hardly hear it. and I have almost never used it.
