It's the internet for Pete's sake, sometimes it's difficult to discern whether someone's being nice or sarcastic so I'm sorry if I came off as rude or anything ^^ !
Well, some people can pass for either gender naturally and that is what androgeny is. Visual Kei musicians usually just play up their femininity by make-up, et cetera. But it's also part of that theatrical, over-the-top look of most of these bands : )
