I am not sure about Canada, but in the US I think you can take a high school graduation equivalent test (not sure what it's actually called). Maybe you can see if you can do something similar in Canada. I'm not necessarily guaranteeing that the Japanese gov't will see that as the equivalent of actually graduating high school, though, so you'll want to verify that, perhaps with your consulate.
