I don't watch BBC. Actually, I don't watch any news. My dad watches Fox, though, so when I'm down there I get to listen to O'Rielly and company. Anywayz... I'm just wondering how you can watch for a few minutes and make such a firm judgement. Kinda like making assumptions about a person by the way they said "Hello" to you, I think.

That was "Neutral to all European conflicts". The Monroe Doctrine, to be specific, essentially stated that the Europeans should stay the fuck out of the Americas, and the the US would stay the fuck out of Europe. "The Americas" includes Central and South America.

Again, the whole deal was the president thinking that he needed to restore our reputation for being able to contain communism. At the time, all the Western powers were after that goal. We didn't go into Vietnam just for the hell of it, just to show that we can kick around anyone we want. In the president's thinking, a victory in Vietnam would have shown that we were capable of fighting communism.
