Yea perhaps they are too lenient. You'd have to start up a whole new system to deal with such cases though, probably called "Animal Criminality". Then eventually you'd have shows like "CSI-Sahara" or something, fictionally telling you how those people deal with those cases in different parts of the Animal world.
