All of Tokyo has easy access to sites and bars...At least the first hotel you mentioned I would call sketchy, and the second one is better, but the rooms are pretty small. Lok for hotels on the Yamanote Line (Tokyo Loop Line) and prices can drop dramatically if you are a 10 minute walk as opposed to a 2 minute walk to the station.
