obviously you are not using a mac =P
install japanese support in your browser, you should have been prompted if you visited a japanese encoded website. also for a system wide solution, install east asian languages in the regional settings option of control panel in windows. there is a topic, i believe in general discussion, that tells you how to install japanese for typing, it will also allow you to read it, so search for that.
