I'm going to take a wild guess here and say no. Seems that working in law enforcement in Japan, just like a nurse, one would have to have a high fluency level in Japanese to communicate since you'll be dealing with the Japanese public so much and so often. I could be wrong, but I truly feel that this would be the case. The only way I could personally see one obtaining something like that, is if the person works with the International Police or maybe the Japanese and NYPD has to work together on a case or something like that and the US has to send an officer there to investigate something.
