Here's the dictionary defintion. I think it depends on how you use it in the Japanese structure, but I guess it's mostly like a noun. So, I think your first example is more like how you'd use it, but I could be wrong^_^;
Yes, you are wrong, unfortunately. We only see the word 吉 in the fortune-telling corner of a larger shrine. It's not used in normal speaking and writing.
