The Coal-to-Liquid Fuel Promotion Act would establish a new massively polluting industry to convert coal into liquid transportation fuel. The bill provides a variety of incentives for liquid coal, including tax incentives, loan guarantees, expanded plant siting, and a host of other government subsidies.
