2) Yes, anime gives insight into Japanese culture, but anime isn't created for lesson plans, it is created for it's Japnese audience. It's like saying "The Simpsons is a good source to learn English and American culture". Yes, it is a CERTAIN view of American life, but the first words you learn in English probably shouldn't be "Cowabunga" and "No way, dude." Totally accurate words that are dangerous (or uncomprehensible) if misused.
My point is that Japanese shouldn't learn English from Bart Simpson unless they want their ass kicked every day. And Westerners shouldn't learn their Japanese from Naruto, Yugi-oh, Crayon Shin-chan, or anything like that. As a SUPPLEMENT it is fine, as a source? No.
