I actually PMed the person who had claimed him and they had unclaimed him. Unless there was someone else that I'm not aware of (please show me if there is), I believe he is now mine.
On the topic of the world tour, the closest they're coming is at least a 7 hour drive away and there's no way I can get there. :/
