I'm not familiar with Au pair programs (although I know what they are).
You might want to talk to the Japanese consulate in your country. They would have the best information regarding this. From what I've gathered, the only way to do an Au pair in Japan is if you are from a country which has a Working Holiday agreement with Japan - Norway is not one of them. You do need a visa to do work in Japan (and to stay in Japan for longer than 90 days), and they aren't exactly easy to get most of the time. As I said, the Japanese consulate would be the best source of information.
