Ha ha. No, not quite. Even though it is a relatively new system, it is designed so that party insiders, people that theoretically have "insider" or especially close information on the candidates can make a good decision for the party when the race is tight. They wouldn't have come into play in like, 92, because Bill Clinton was so far ahead of the other candidates.
