That site is riddled with bootlegs, which is the same as downloading on the internet. The creators of the intellectual property never see a dime. Some of the DVDs on there seem legal, but anything that is Regionless is almost certainly a bootleg DVD.
I read as much of this thread as I could, and I will just say that even if a show or manga is not licensed, downloading it is illegal and stealing from the original creator.
