It probably would depend on the hair type - but as there really aren`t all that many people of African descent in Japan, it is usual to wash your hair thoroughly before getting in.

However, you don`t put your head into the water. All long as you aren`t oozing something from your scalp (if that is the case, well, obviously you should be going to a doctor not a bath! ), and put a towel over your head when you get in, I *highly* doubt anyone would complain. It`s fairly common to take more than one bath a day if you`re in an onsen area (for the refreshing effects) only washing your hair once. You always want to scrub your body down though. If your hair is long enough to touch the water, just be sure that you have it up in some way so that it doesn`t.

If your hair reacts strongly to humidity though, it could be a problem as there is a LOT of steam.
