Most of the cosplay type of people you would see at Harajuku are not considered normal by any standard by other japanese people.
In America many people feel the same about Emos and Goths.

All of the ques of people I saw in Akihabara waiting for an autograph or free poster and CD from an Anime game or show were men over 25 years old. I never once saw a woman in one of these ques although it was always a woman signing the CD's and promo flyers.

Also be aware that your favorite anime/games will be 100% in Japanese although you can buy some manga that has been translated.
