This is the statement I said is 100% not true.
The reason I know it is 100% not true is because people from other countries ARE NOT always thought of as "lower" because they are not Japanese citizens. If anything the opposite is more true, and people are thought more highly of if they are from other countries. This is true of athletes, actors, musicians, etc. If you read my comment you saw that I said several of the major Japanese auto-makers have hired foreigners as their CEOs. Does the statement "People from other countries will always be thought of as lower" still sound correct?
