Ise travel guide - Wikitravel

According to that, you should take JR trains from Osaka to Nagoya, and in Nagoya get a train for Ise-shi. It says that the fastest and most direct route from Osaka uses the Kintetsu line, but the 18 kippu won't work on that, you need the JR line, but you can get there. Ask one of the station workers if you need help finding exactly which train to board... just be sure they know you have an 18 kippu so they won't direct you to a Kintetsu train.
