You can try applying at GEOS in Tokushima. GEOS' corporate headquarters are located there, and I know they have a large school located there as well. Your best bet would be to apply as a children's teacher in English, they prefer people who like to teach children, though you'll probably teach adults as well.

Normally language teachers don't get much choice when it comes to where they are going to work in Japan. You are usually sent where the company needs you. After your first year, you can usually request to work in a certain city, and your company will try to get you a position there.

Most new teachers want to work in the big cities, such as Tokyo or Osaka. Because of that, there are usually few positions available for new teachers in those cities. Companies do offer you a choice as to where you want to work, and will try to get you close. Your odds are actually better if you request to work in a smaller town.
