Haku's got great speed, but I don't think he could harm Gaara enough even with that to his advantage. As mentioned, Gaara has Shukaku... and on top of that, his "ultimate defense". It wouldn't be hard for Gaara's sand to escape from Haku's mirror jutsu and attack from outside, so Gaara has my vote.
