Interesting question....
How about before the verb? I have seen time words which don't need time particles right before the verb or right after the topic particle. Any rule for that too or a native speaker sees the way it sounds better or the way he wants to deliver the message? Let me make up a couple of example, not exactly the phrase I have seen so maybe in these cases it might be wrong.
私は今日車の上に猫を見ました or
私は車の上に猫を今日見ました.
