How about before the verb? I have seen time words which don't need time particles right before the verb or right after the topic particle. Any rule for that too or a native speaker sees the way it sounds better or the way he wants to deliver the message? Let me make up a couple of example, not exactly the phrase I have seen so maybe in these cases it might be wrong.
私は今日車の上に猫を見ました or
私は車の上に猫を今日見ました.

First, the correct particle for 'on the car' is で.
Both sentences are correct but they have different nuances. The second sentence really emphasizes the time = 今日, making it a non-everyday kind of a phrase.
First = I saw a cat on the car today.
Second = It was today that I saw a cat on the car. (It wasn't yesterday or the day before. It was TODAY.)
