Of course you can buy a one-way ticket to Japan. You'll make it as far as the immigration window before you are turned back, as having a round trip ticket is one of the requirements for obtaining a tourist or WH visa. In my case, I already had my visa before I arrived in Japan, so a one-way ticket was all I needed to come here.
