i only know a handful of nurses who worked here in Japan but can't speak Japanese, and majority worked in Kobe, Hyogo. The one's I know in Tokyo and Osaka were trained first in Japanese Language and must be able to pass JLPT Level 1 after 1 year of intensive language training. If they failed they can't get a license. The same goes with caregivers.
