It's definitely weird but it's one of those things the Japanese see as normal.

When I flew into Narita last year, I decided to use the mens facilities before I boarded the train to Tokyo. As I was using the urinal, some cleaning lady walks right in, makes a straight line to the urinal beside me and starts scrubbing away on her knees... less than a meter away from me.

I thought that was weird but my Japanese friends tell me that it's normal.
