The shoulders seem rather high and makes it look like he doesn't have a neck. Lower them slightly and that should solve your problem.
When I went through that artist block deal, I usually take a short break from drawing and try again in a few days or hours. Right now, I'm trying not to stray from it for too long cuz I want to learn how to get back into it right away. When an inspiration hits, hurry up and sketch it down.
