This depends greatly upon what you consider "acceptance" - if it involves dealing with language issues (ie. socially accepting a foreigner who does not speak Japanese) then I wouldn`t count on it anywhere. People are not going to go out of their way to invite you into the social group if it`s going to lead to them being stressed while trying to communicate with you.

But if it`s from a racial standpoint only, it`s really going to be up to the individual. It`s much easier to think of places that are specifically known for being hostile toward foreigners in general (think the direct vicinity of military bases for one) than come up with places that are abnormally accepting. Cities are often the opposite of what you`d expect, as because of the high number of foreigners and the number of obnoxious tourists... The people are far more likely to have had a bad experience.
