It is probably different by prefecture. In Hyogo I was an an employee of the Hyogo Board of Education. For some things I could go to my local City Hall, but often I had to go to Kobe to get things done. I think while I was there Osaka City JETs were fighting for 5, not 3 year contracts, but I was told no matter what happened (despite the fact I was right next door) it would not affect me.
